本館原為捷發乾記茶莊，位於延平路歷史建築精華區中心位置，緊鄰西螺大橋觀光區。 許氏族人基於發揚先人勤奮經營精神及保護具藝術文化價值的茶莊建築，同意無償提供老屋作為「西螺延平老街文化館」之用，並協助整理茶莊相關文物，充實文化館內容，促進地方文史工作的推動，為西螺文藝振興運動釋出助力。 此建築於2007年11月6日經雲林縣政府公告，登錄為歷史建築，目前為西螺最重要歷史建築保存、傳統技藝傳習、藝文展演及社區文化發展等工作之推廣處所。
The Yanping Old Street Cultural Museum, is originally a tea house, located in the downtown section of Xiluo, where the town’s historic buildings are concentrated and also very close to the scenic spot—Xiluo Bridge. Hsu’s family are willing to provide the old tea house as the Yanping Old Street Cultural Museum based on the spirit of ancestors’ diligence and the thought of preserving the old tea house with artistic and cultural value. Moreover, they assisted in organizing the related artifacts, enriching the contents of cultural museum and promoting the development of local history. The old tea house has been promoted to a historic building by the Yunlin County Government since 6th November 2007. Currently, it is the most important historic building to be preserved in Xiluo and also a place to promote traditional skills, arts performances and community cultural development.
延平路歴史建築精華区の中心そして西螺大橋観光区の隣に位置する西螺延平老街文化館は、元来捷發乾記茶莊という中国茶専門店であった。許氏一族は先人の勤勉な経営精神の発揚と芸術文化的価値の高い茶荘建築の保護のため、本建築を「西螺延平老街文化館」として無償提供、茶荘に関する文献の整理にも協力して館内の内容を充実させ、地方文学及び歴史活動を推進することで西螺子文芸振興に貢献している。本建築は2007年11月6日に雲林県により歴史建築として登録、西螺における最重要歴史建築として保存されており、伝統技芸伝習や芸術イベント

＊火車：搭至斗六火車站，轉乘臺西客運【西螺-饒平-斗六】、【西螺-埤源-斗六】路線。

Train – Take the train to Douliu station → Transfer to the Tai Si bus (Xiluo→Raoping→Douliu) or (Xiluo→Piyuan→Douliu)
